Salvia Mojave - poor propergation

Hi Guys, anyone bought Salvia Mojave from Dobies this year? I did and planted 40 seeds in a propagator sowed as per instructions on the surface with grow lights above at 18-20 degrees and only 5 came through.

Duff seeds or did I miss something here?
