I assume your raised beds will have 4 sides and not just built against the fence? For the ones built on top of paving, make sure the paving joints are free to allow water to drain through and not filled with cement.

Sorry, Angela, but as I've said on your moss thread you can't expect those fence panels to support any weight of soil and, in addition, they will rot through in no time because of the constant moisture.
If you mean by "made of steel" that they are ion fact metal I would still expect them to bulge under the weight of wet soil - and Manchester is not short of rain - and rust too.

In a small garden, particularly in shade, fake grass can be the right option, especially with children and dog. My daughter in law cares for the grandchildren several days a week and fake grass enables them to use the garden to play, without it becoming a mud patch during wet periods. Small lawns are often impractical to mow and use.
The original railway sleepers were drenched in nasty chemicals and never actually touched the soil. They were bedded down in aggregate, which you see on railway lines everywhere. Not sure of the name but 25mm chunks of something, so drainage was total and instant. Designers like to pretend that wood doesn't rot.....
