Non flowering peony

I moved a peony 3 years ago and I think I've planted it too deep as it hasn't flowered since it's been moved. When would be the best time to dig it up and re-plant not so deep?

Now would be fine. Plant it as close to the surface as you can.

I'm so pleased. After re-positioning and planting not so deep, I have 5 flower buds on the peony that hasn't flowered for three years :-)

Had that problem last year and I replanted it closer to the surface. Must check if I have any buds.
