Question about chilli seedlings

Hey, I just a few of the chilli seedlings come up which i sowed in a propagator not too long ago and i have them on a heat mat. The only issue is they haven't all came up yet, about 1/3 of them so far and i know i'm supposed to put them in the light when they do show up. Should i take them off the mat and stick them in the window even though they haven't all came up yet? What would be the best course to take, i dont want to deprive them of light but..

    I keep my propagator on the windowsill ... can you move your mat to the windowsill?
