I planted these two years ago and I'm sure this time last year they had started growing. But no signs so far. Any idea when they start showing first signs of life as hey die back to nothing in winter

I had to look that up Ryan, P. vialii, I grew those from seeds one year but never saw them again,  only flowered once, they didn’t seem to cope with the weather here.  Hope yours show soon, it’s  been a cold few weeks.

I was thinking it was because of now cold it's been. We had a mild winter last year so things came up alot sooner

Like many other Asiatic Primulas , these plants cannot tolerate dryness even for a short time (i.e. a few days will kill them) . A heavy and moist (even very wet) slightly acidic soil suits them , preferably in partial shade . They're pretty impervious to cold .
Strong sunlight can be a killer for this beautiful species .
Thinking about it , a shady and moist fernery would be ideal , with which they would associate well .

I grew these in a previous garden ... they were great as long as the slugs and snails  didn't find them ... the thing is the primulas are happiest in the damp shady places where the molluscs hang out ... check that yours aren't being grazed down to ground level ... :/

If that's your problem apply nematodes when the soil conditions are right.

I usually find mine after I clear away the forgetmenots. So that would be May.
