Surface water on soil

Ok I hope some one can help me. I won't to lay top soil and lay grass seed down, but were I want to do it it's wet soil and boggy under foot. I was thinking of compacting hard-core on the boggy area then laying top soil then grass seed would this be sufficient to stop it being boggy under foot

    No.  You need to address the drainage problem.   Just laying topsoil on hardcore on top of bog will not be a lasting solution and will be very poor in dry spells.
