@ Lyn: the problem is I do not have a car and therefore it is not easy for me to get all from the garden centre. Otherwise I possibly would just do it, a trip to the garden centre every year in spring, get plants and soil and plant.
Yes, I already read somewhere, they will need new soil every year. When I repot them I could shorten the roots as you do with Bonsai and when you grow trees in the pot.
I know it is not something you usually grow from seed (although there are short roses that flower in 5 months from germination...), but you could try a miniature climbing rose in a basket. I've seen these and they look pretty most of the year with just some manure from time to time. Short roses have few roots and do not need repotting. I have roses in very modest pots thriving for years.
I googled them and got excited for a moment than remembered:
I got a beautiful potted mini rose from a friend which was doing very well whilst it was on my kitchen window sill.
In summer I put it on my patio and soon after it had an illness.
It turned out the rosebush of my neighbours garden has an illness which my rose contracted
I have no influence in curing the neighbours rosebush (sprayed it a bit on top, but cannot reach the entire rose bush). The house is rented out and they do not really take care of the plants. It is a shame as the rosebush produces beautiful flowers!
I appreciate all your input, this really helped me to make a decision.
I will go for small hanging pots which you can hang over the top of the fence, put some sedum and see how it develops (I already have sukkulents and know about their care) + I will get a few annuals each year.
Thank you very much everyone, I really appreciate all your help with my question.

Does this sound like it could work out?
I am in South East England (London).
