planting under roses

Hello,
Please could anyone give me some ideas for ground cover/low growing plants to put under my roses. Hardy perennials preferably.

Alchemilla mollis, perennial salvias, hardy geraniums,campanulas, lavender so many to choose from. I’m sure you’ll get lots more recommendations from the members.
I have a variety of bulbs and hardy geraniums under mine.
I'm about to plant some with salvias this spring - apparently they help keep the roses healthy? Possibly an old wives tale... I've also seen some beautiful plantings of roses with tall campanulas.
I've got nepeta (catmint) near one of mine to help hide the bare legs of the pale pink rose "Eglantyne" but I'm always in two minds about underplanting as it does make to more difficult to manure mulch and feed under the rose - what do others think.
P.S I put old metal hanging baskets (minus the chains) over the catmint all year which stops the cats from rolling in it. Got a lot free from freegle. I also tried the purple sage under the rose one year because I'd heard it stops blackspot, but it died on me (probably didn't like the manure!).
Nepeta Racemosa Walkers Low, Saponaria Ocymoides and Scabiosa Columbaria are good companions. I also like Chives too.
That’s why I under plant with salvias too Rose, so far my roses have been very healthy, no black spot and no aphids, wether it’s the salvias or just luck I don’t know but I’m going to stick with it. So many beautiful salvias to choose from and great colours to compliment any rose colours.
Does anybody know the technical bits on why sage/salvia is good under roses?
