Festuca Intense Blue

Hello,

I am a novice gardener and have a balcony garden with plants in container troughs, which was planted in 2016.

I have a number of Festuca Intense Blue, which have gotten a bit too big and have a lot of dead brown spines underneath, my question is should I cut the right back and if so when?

Any help would be greatly appreciated.

    Don't cut them back, but you can "comb" out the dead bits.

    If they are too large, they can be divided, but I would leave that until April.
