Irish moss peat/wet top soil help

Hi I am trying to fill some rather large raised beds but with very little money Im wondering how to do this.I have some very wet top soil that I have in bulk bags and about 50 litres of Irish moss peat but have read that my top soil being wet isn't good and Irish moss peat isn't good either.The raised beds are basically 3/4 treated wood with ground cover at base covered with a shallow covering of shingle but obviously I need to fill with something.I also have at my disposal some soil that is very stoney.Just to give you the full pictureI in the last year I have been given a very untidy bramble ridden plot of land I cleared it by lawn mowing it like crazy but have started using ground cover to eradicate any weeds left.I am placing raised beds on half of it and the other half as a picnic area etc.any help would be appreciated and in advance Thank you.

    If you have soil in bulk bags then use it as its very expensive not to. It does not matter that it's wet as that will be down to water not being able to escape from the bulk bags. Once you have put this down then it will dry out. (unless it rains).

    Line the beds with newspaper, put the Irish moss in the bottom. Get any soil from neighbours or nearby if they are doing clearing, is there a stables nearby then get manure, place this in the bottom too. Get bulk bags of compost, mix this all up and put your soil on top.
