anyone no what the plant is and the bug things are?

Difficult to tell as the plant's so young. But there's powdery mildew on at least one of the leaves so I'd remove any damaged leaves, improve ventilation and not overwater (and certainly not wet the leaves). If the plant is in a conservatory or greenhouse they could be scale insects. As there aren't that many, could you pick them off? What are the weird roots coming out of the pot?
Just a thought but could it be an Echium seedling?
