I needed to protect a small area while young plants got established. I collected some old canes and broke them into lengths of about10 inches. Then I stuck them randomly about the plants with the idea that Kitty would be reluctant to position his rear end on the sharp spikes. It has worked surprisingly well. The wire mesh can be used to cover much larger areas quickly and easily but you need to support it well because the cats will walk over it and flatten it on the plants.
Holly leaves? I had to prune a Holly tree quite drastically and kept the leaves for strewing over a new border between prep and planting. Kept squirrels and cats off

I place a wire mesh (https://www.clasohlson.com/uk/Wire-Mesh-Compost-Bin/40-7915) about 10 cm above the ground directly when I plant or sow, that stops them.
