My tomato plants aren't growing

my tomato plants aren't growing. I started them from seed in September and they won't grow. I thought I would be seeing a thicker stem by now or some flowers.
The soil is soil for veg and they have been inside in direct sunlight constantly.

Started too early. I wouldn't even contemplate sowing Tomatoes until now. The days were getting shorter, they have not had enough day length, even on a windowsill in full light. They are weedy because of insufficient light. You could try putting tinfoil at the back of them to try and reflect some light, but I would start again.
If you are in the UK or northern Europe tomato seeds are usually sown in early spring so they can grow on in increasing light levels and warmth in a conservatory, greenhouse or cold frame.
If you are much nearer the equator or in the southern hemisphere then they need much more light and warmth and, by now, feeding as composts only have nutrients for 90 days.

would u recommend starting again or waiting till it warms up.
Start again with fresh compost and read the advice on the seed packet about sowing times. They need lots of light.
