These plants look lovely and are well displayed but I can't identify them - it would be helpful to have close-up pictures of a few - perhaps someone else can pick out a few that they recognize?
The picture is blurry and far out, so I'll be guessing a lot!
I can see the following: Sedum, could be Autumn Joy. Ophiopogon Planiscapus 'Nigrescens'. Maybe Artemisia Ludoviciana. Heuchera. Phormium, possibly Yellow Wave. Helenium Autumnale, maybe Butterpat. Rudbeckia.

I can see Rudbeckia, and probably broom and dusty miller.
The orangey bit could be a heuchera......maybe?
Better photos of individual plants are needed for accurate ID's Al M.
Guessing this is an old photo though as the border won't be looking like that in February.

The yellow grass near the Sedum looks like Hakonechloa macra 'Aureola' ; other plants , apart from those already ID'd are indistinct in the picture .
