I did not dig up dahlias last year. It’s now almost February and I would like to move them if not rotted. Can I dig them up now and divide and replant?
I wouldn't do anything while it is frosty or very wet. They should still be fast asleep so in theory, they could be moved, but not in such unfavourable conditions.
I would dig them up now, if you have pots, then pot them up into dryish compost and leave dry in a frost free place. In March, dampen, when shoots start to show, give light and more water as they grow. Plant out after frosts have finished. Keep an eye out for slugs . This way they will flower much earlier than leaving them in the ground.

If it's "very wet" , I'd have to disagree with Posy and advise getting them out of the ground.
