Soggy lawn

My lawn looks like a pond with water not draining on my clay soil . My garden is backed by a farmers field,which slopes to my garden and causes "run off".I have purchased a hollow tang aerator and lots of sharp sand ( which incidentally is also wet). When should I begin this mammoth task on my lawn, and is this the only way of improving my situation?
