Overwintering problems

I have a rose in a container that normally lives on the roof of my apartment building. i brought it inside to the landing before the holidays and the deep freeze that came to the northeast. It looked like it had gone dormant. one month later it’s woken up! It has new growth and shoots everywhere. unfortunately I can’t control the temperature of the landing, but it’s the coolest part of the building I have access to.

how should I proceed? Let it wake up now, or should I take it back outside on days it’s not deeply cold so it can go dormant again?
