Hi all, I planned to cut my Black Lace and Honeysuckle to a couple of feet as they haven’t been doing very well over the past couple of years. I did my research and they all said cut back late winter in February when the plants are dormant. However, this past week, both plants have started to send out shoots. Do I wait until after they’ve flowers red or just go for it and prune hard like planned?

I agree with Pansyface ... cut hard back in February.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
