Lavender plants

I’ve just taken delivery of 20 lavender plants, in little plastic bags, each big enough to fill a 4”pot

I'm told that they are hardy, but should I really plant them outside now ( assuming the ground isn’t too frozen), or should I put them in pots in the greenhouse ? Their final destination isn’t ready for them yet
