willow tree disease

We have a 25 year old weeping willow which hasn't done too well in the last couple of years. Some leaves have had a brownish blight. The underneath branches have become brittle and are breaking off. Leaves have only sprouted on the higher top branches this year and the whole tree is looking sparse.There is a creamy, slippy substance forming on the exposed roots, if you remove it it comes back more. The bark looks fine.
Does anyone know what is happening ?

This could be a fungal infection or scab or canker. I suggest you have a look around the RHS site or just google RHS+willow+disease and see what it says.
I expect there's not a lot you can do about it given the limited range of chemicals now available to gardeners so you may have to have it removed and then refresh the soil andp lant something completely different.
