There's a pelargonium called 'Tomcat'
There's a pittosporum called Tom Thumb - https://www.rhs.org.uk/Plants/77301/i-Pittosporum-tenuifolium-i-Tom-Thumb/Details and I believe a fuchsia too. Need to check whether or not they're hardy enough for your area.
Not exactly the brief but there's a very nice traditional apple called 'Tom Putt'.

Oh yes - it's a lovely blossom tree . It's a dual purpose apple - cider and cooking and quite prolific. Really good old variety. But a small tree not a shrub
