Wallflowers Destroyed

Advice please!
Planted up an old wheelbarrow with bulbs and on top 30 really sturdy wallflower plants. the wheelbarrow stood on a raised concrete slab - so well off the ground!
Just come home from weekend away and discovered that ALL the wallflowers have gone, bar few naked stalks left on the ground. Bulbs untouched.
Thought of rabbits but cant see how they got up onto the barrow!!

Could be the 'Mega-slugs from Hell'
Never thought of pigeons!!!! We do have some around ,as a lot of trees here. There is no trace of slugs - even the mega ones couldn't pull plants out! or could they????
