Advice on trees and TPOs needed - thank you

Hi, I'm new to the site and apologise if similar questions have been asked before. 

I inherited a house and at the back are Council owned buildings with a number of trees along the border. Branches were directly overhanging and touching the garage, plus overhanging part of the back garden. I had been in contact with the Council about the branches rather than go ahead and get them cut. The last I heard, someone was going to inspect the trees and would update me.

My tenants had to cut some overhanging branches to enable repair work to the garage two months ago. A number of residents (including my tenants) have now received notices about TPOs on the trees. As my tenants did this before the TPO was issued, what is their position, and what is mine as landlord?

    If the TPO's were placed on the trees after the work was undertaken then obviously there is no issue. If the TPO's were already in place and have been sent as a reminder then that would potentially be different and would suggest that either someone has reported the work or this is as a result with you engaging with the council earlier.

    If someone has reported your tenants then I would have thought you would have had communication from the council to this effect rather than a reminder that the trees are protected. I don't believe you would be held responsible for the actions of your tenants.
