Generally speaking, the time to prune is when the tree is dormant so after leaf fall and before the sap starts rising again in late Jan/mid Feb, depending on where you are, and a slate as possible in those limits if it's the colourful stems you're after. How much and where you prune depends on whether you're after pollarding, coppicing or just shaping.

If you want catkins then the time to prune is straight after flowering has finished. The catkins come on new wood.
