That is the usual advice. The main reason for removing the soil is to make sure you are not overwintering any slugs as hey will east all the emerging shoots in spring.
Check there are no vine weevil buried in the tubers. I dry mine and store indoors in newspaper. Most of them I leave in the garden just put a big pile of homemade compost on top. I only bring the ones in pots in because I need them for bulbs.
