What's wrong with this bush and does it need removing?

    The photo is not clear but I think your evergreen shrub has had inconsistent pruning in the past, and the result is some woody branches are under-developed whilst others are growing strongly, and when you prune back, there will be some bald patches. Nothing really wrong, just needs to really hard cut back to generate new growth. 

    Along the bottom, there seems to be another plant crawling though, could be Ivy, or even the Cotoneaster, but can't see properly. If left to sprawl along the bottom, it will creep upwards and cause the base of your shrub to die back due to lack of light. You may need to pull that out.

    It’s being completely eaten away by something, caterpillars maybe, without seeing a close up it’s hard to tell. Definitely very sick though.  You could try cutting all the chewed growth off, just leave about a foot from the base and see if it shoots out next Spring.

    can't be sure, it's too out of focus, but the main shrub could be Viburnum tinus after viburnum beetle breakfast time.

    That lot could do with a good sort out.

    Fuzzy photo when I zoom in for a closer look, but agree with nut that it could be a viburnum tinus, and viburnum beetle is the most likely culprit.
