Hollyhock

Hi, could someone please tell me when is the best time to sow hollyhock seeds. I have read on a site that you soak the seeds, is that right as they seem thin seeds to soak and do they come true from seeds.  Any help would be gratefully appreciated.

    I've never soaked them and they germinate well. I would have sowed them around September time if I had them. But now I'd probably leave them til late winter
