Heavily compacted gravel drive

Hi, I’m looking for ideas on how best to break up the surface of a heavily compacted or compressed gravel drive. It hasn’t been disturbed for years and has been subject to heavy vehicle traffic.

We’ve had so much rain this year that the top surface is becoming covered in a thin layer of algae and is getting very slippy and dangerous to walk on.

I’d like to avoid bringing in major machinery if possible but a garden rake and elbow grease just isnt enough for the task.
