Monty was growing Szechuan pepper, not black pepper. Szechuan peppers are a type of citrus tree and can be grown outside in the UK.

This was the one on the programme: http://www.pfaf.org/user/Plant.aspx?LatinName=Zanthoxylum+schinifolium (though I read elsewhere that they're self-fertile. More research needed).
Otter Farm, as seen on GW, sell the plants but they're very expensive! https://www.otterfarm.co.uk/product/szechuan-pepper-schinifolium/
If you search by the proper name though, there are other suppliers, eg: https://www.pennardplants.com/products.php?cat=451

I didn't know pepper grew on so many different plants. Until recently my relatives in Los Angeles had a wonderful, big, crooked, gnarly tree in their garden that produced black peppercorns. It was over 100 years old and they were very sad when it contracted some disease and had to be felled.
