Leeks

This year my leeks look great, tried some a couple of days ago, the stems have little black bettle like insects together with small white maggots, the stems in places are going brown

    That sounds like leek moth - the scourge of leek plants. When I had that problem I harvested the affected leeks, cooked them  and covered the rest with enviromesh. Now my leeks stay covered until mid September.

    I'ii do what you suggested and harvest the leeks cook them and put them in the deep freeze.

    I think the enviro mesh will be too late this year as the damage has been done?

    Can I treat the bed or will it happen again next year?

    I am not aware of any treatments except netting from when the plants are planted until mid to end of September. It is tedious because you have to remove the net to weed, but the effort is well worth it for healthy leeks.
