Homemade Sea weed feed - how long to prepare

I collected some Sea weed in June and placed it in a covered 5 ltr tub.
Although the majority has decomposed and some is still to decompose, stirred every week.
How long should I leave it and when it is ready to use, should I strain it and what mix ratio should I use for a 4 litre Watering can.
