I have a fruit cage with dwarf apples and pears, plums and raspberries. What mulch is best when they are dormant through the winter?

Homegrown compost is as good as any and leaves are usually in abundance this time of year!
Fruit trees like a slightly acidic soil (pH around 6) so you can reduce the pH of compost by including coffee grounds and/or pine needles, or, of course, just mix in a little shop-bought ericaceous compost.
