What is this

small patch of brown round things on rose (half size of ladybird)  lower branch of rose, is this scale insect? or sap?

    josusa47 is right, it's brown scale. Not sure what type of rose and its age, but most roses apart from from some wall trained climbers will need to be pruned either in winter or early spring. Prune off the areas as much as possible in early spring.

    If the area is not too large, you could just scrape the scales off. The other option is to wash the areas with mild detergent with a brush to see if they come off. If not, leave till next year and treat with a plant oil extract spray in early summer. You will need to do this throughout the growing season as it is more effective at that time.
