China Town rose hedge

My previously beautiful China Town rose hedge has suffered this year. Still producing blooms but nearly all the leaves have dropped leaving yellowy stems. I've noticed lots of small spiders in the ground and webs on the plants. The bushes look very sad. What can I do to revive the hedge now or for next year? It has been regularly sprayed with Scott's Rose Clear, had fresh general compost and bark. Thanks.
