Deadest of dead conifers.

Hello lovely gardening peeps!
I wonder if you can help me, I know nearly nothing about gardening except that the conifers that we’re planted across the road from me were green and are now brown. They were planted about a year ago they were defiantly not watered enough to establish By the students that live there. So - today I think they are dead and on closer inspection I see 1 inch green sprouts from small branches and trunk is green under bark. Can I cut back weed around and see if it grows? Any advice greatly received. Thank you can send pic if required.

Not an expert but my experience is that when a conifer goes brown it mostly stays brown a photo will likely help though.
Yeh - but what does the whole thing look like? What are the surroundings like? The extent of the dead foliage suggests it has very little chance of survival. If they look like that after only a year, there's little chance of a reprieve. All the dead stuff would have to be removed anyway.
Also - you say that they're across the road in another garden or property. If so, you don't have the right to touch them in any way unless you've had the conversation with the owners or tenants.
I live in west central Scotland - not where that photo is...
Looks as though they are leylandii and ready for the bin!
