Young Penstemons

I have a few penstemons I bought as plugs in July. They are now healthy young plants about 9" tall.
My question is should I plant them out now or pot them on and put them in the cold frame for the winter, planting in spring?

Pot them on, leave all the top growth, put in cold frame until Spring. When new shoots start growing in Spring, trim the plants down and then plant out.
