What is this?

Can anybody identify this plant we noticed recently at Kew Gardens. It was being used primarily as a front-of border plant in the beds directly opposite the glass house.

It has no foliage as such - in fact, it comprises multiple short silvery-grey stalks or mini branches. It is compact, no more than 6 inches in height.

Our local florist has an example in his shop but he has no idea what it is. All his stock comes from Holland and they don't always label the deliveries.

    Maybe it's their Lavender and they've just pruned it.
