Ecoplugs and lilac roots

I have just had a fairly large lilac shrub felled and the tree surgeon has put ecoplugs in the many stumps. How long do you think it will be before the roots are thoroughly dead and I can dig over the circular bed? I do not want to sever roots that are still alive and run the risk of suckers sprouting everywhere. Thank you for your advice.

Answering my own query: I have now received a reply from Monsanto who handle the distribution of ecoplugs in the UK. Their advice was to allow four weeks for the plugs to take full effect through the roots. I think I'll leave it at least 8 weeks unless anyone advises differently.
Each plug contains 300mg of granular glyphosate herbicide.
What does eco mean in this sense?
