    Those are suckers from the roots of that tree.  pulling them up is the best way if you can but that might be too difficult in which case cut them below ground.

    If you use weedkiller, it will kill the tree.

    A trowel in the hand is worth a thousand lost under a bush.

    looks like alder to me. 

    Alnus glutinosa.
