Maple tree struggling

Hi there,
Looking for a bit of advice about a fairly mature Maple tree I have in the garden, about 19ft high. The tree looks like it is struggling this year, the leaves look a bit dry and have turned up on themselves. Also and this is probably the main thing I have spotted, nearly every leaf has black spots on the underneath (see photos).
Also some of the branches have a bit of moss on them and
the bark looks like it is splitting a little bit, I'm not sure they just don't look right.
I bought the house last year and the neighbour tells me the tree usually flowers around May time and this year it certainly didn't.
I'm looking for advice on how to fix the problem and who I should be talking to about this.

Had a Google. Have a look at tar spot. I know nothing about it but from a quick scan it doesn't seem terminal. Good luck in your search
Ah great thanks, that could be it. I'll make sure I get all the leaves up this autumn and have a chat with the neighbour about him doing the same the other side of the fence.
Hopefully that will keep it at bay.
