Honeysuckle Mildew or mould?

I have had a young honey suckle plant I bought from a garden centre that has never been healthy since I bought it. 

It's alive but seems to be permanently fighting off some kind of mould. 

I am a total novice gardener. I plant things and cross my fingers they don't die. It's climbing but the leaves closest to the main stem die of leaving it bare. 

I have tried applying rose clear every 2 weeks but it is even affecting the furry stems. 

Any ideas what it is and how to get rid of it?
