Horse chestnut leaf mining moth?

Does anyone have any experience of Horse chestnut leaf-mining moth?
Our neighbours very large (i.e. Taller than our 4 storey Victorian terrace) horse chestnut tree has in recent years shed its leaves early in August/September and our garden has been taken over by loads of moths. Could this be leaf mining moth and is there anything we can do about it? The tree is subject to a TPO.

Clear up the leaves as soon as possible to stop them over wintering near the tree & try to encourage birds with feeders near-by. I often see the tits picking them out of the leaves. Many, many trees with it round here, seems to spread quickly.
