It's one of the lichens that thrive in damp, compacted soil often in shade. Totally harmless.
If you don't want it there, dig it out , and infill with mortar or gravel. If you want to grow something else in the gaps, dig out, improve the drainage and plant something you like. Ajuga would be a possibility.

That's a very impressive crop of liverwort. I have the national collection and then some.
