white beam trunk needs help

II planted 2 whitebeam and 1 prunus young trees last year and all were thriving until early summer but one has now stopped. Trunk isn't thickening like the others or bushing out. Leaves are still on but not as green as the other tree. I've noticed some bark deterioration at ground level. Any help?image

    Is it planted too deep?

Thank you for your message in which you said "We dug in alot of compost/mouanure recently to see if it helped but it was planted just below soil level originally. Have no idea what to do"

When I zoom in on your photograph it's obvious that there's been a lot of damage to the bark bof the tree just above the soil line.  Do you have rabbits in the area, or has anyone used a strimmer or brushcutter around the base of the tree.

The damage does look bad to me.  To be honest I'd be inclined to scrap the tree and plant a fresh one, and this time put rabbit guards around the trunks and clear the soil of grass and weeds for a diameter of 1 metre around the base of the tree so that there's no need to use any tools near the tree.
