It's a Hebe Alex. I don't know which one, but I am sure someone with more knowledge will be able to name it. They are evergreen plants and some of these plants are well loved by the bees and butterflies.
Saw what appeared to be a massive shrub of this coming home from Lincoln the other day ; think it's called Hebe 'Blue Clouds' .
