Hard Pruning Cotoneaster Hedge

My Cotoneaster hedge has become quite thick in size that it is taking up space on my small patio.

I'm happy with the height, but would like to prune it back by about one third in width.

We never have birds nesting in it + not bothered by flowers/berries in the coming year. 

When is the best time of the year to prune it and can I do so without killing it?

Advice greatly appreciated!

    I cut all my Cotoneasters back at anytime and they still seem to just keep on going!
