Hollyhock rust

Two years ago I brought some Hollyhock that flowered beautifully and grew to their maximum height. The following year rust decimated them, so in the spring I got rid of the infected plants. This year its back and has attacked two of my four plants I grew from seed. I thought I'd got rid of the infected leaves but today I had to trim more off and a couple of flower buds.
It feels like a loosing battle and I'm wondering if anyone has tips? Do the fungal spores rest in the ground or something?

As far as I know they will survive in soil and they also transfer through the seeds, so discard those as well as the plants.
I'm not sure what you can do to treat the soil really, pour lots of boiling water over the area you've removed the affected plant from? And maybe don't plant new ones in the same space.
I believe there are new rust resistant varieties, haven't tried them myself but worth a gander.
