Pruning/topping? A eucalyptus tree.

Hello all, I asked a while back for an identification on this tree and was told it was a eucalyptus. The tree now is about 20 feet tall and is spreading out quite a bit at the bottom, my question is when would be the correct time (if ever) to prune some branches off near the bottom with loppers? Also...... should I be…

I lop about ten feet off my eucalyptus in October when I do the hedges. Also have gunning which I take down to a few feet every year..
