Quince tree

Hi my quince tree hasn't produced fruit for 5 yrs.It flowers, sparsely, then becomes threadbare with mottled leaves. I feed and hydrate it, so is this disease? Thank you

Looks like leaf blight. You need to make sure all dropped leaves are not left lying around and prune off branches that look dead or diseased. It's possible that it's carried over from the year before and this will weaken your tree. The only option now is to keep the areas under the tree free of leaves over winter. Do not compost the leaves.
One of the many forms of Scab or Blackspot. Some varieties of Cydonia are very prone to it. I have tried pouring a systemic fungicide into the roots of ours, but it still makes no difference. As said collect up and burn the fallen leaves.
As far as fruiting is concerned, does it flower? They actually need a very warm Spring to produce fruit. If no flowers then the Blackspot is reducing the amount of food the tree needs to produce flowers. Try feeding heavily.
