Creating a border in a front Garden

Looking for a bit if advicè please. My daughter has a basement flat, and she has half of the front garden. We had to remove a huge conifer, which had left about 8 inches of 'leaves' all over the garden. We have managed to clear most of this. The ground underneath is quite uneven and hard, and dry.  I am thinking this is where most of the moisture was being absorbed my the leaves. We want to create a border and have grass in the middle, just looking for advice on getting it even, what to do in to revitalise the soil and the best way to create a border that stays seperate ( as best it can) from the lawn.

    The soil should be dugged over and left to rest. You may see some weeds appear over the next few weeks, but not to worry, just hoe them off. Any perennial weeds that come up, you can treat with weed killer. Once all that is sort find out more about the soil. Is it acidic, neutral or alkaline. There are kits available in the garden centre. Then the soil type. Sandy, loamy or clay structure. Grass will be very accomodating to all types of soils but for the borders, it may be helpful for you when selection shrubs and other plants.

    If you feel the soil structure is not stable for a lawn (too stony or not enough soil), you can buy topsoil and mix that into the areas. Rake over the areas and walk over it. This will even out hollows and bumps. Then it's ready for you to put down lawn seed or fit in turf.
